TRIBUTES have been paid to Frank Farr who was considered "part of the heart and history of East Budleigh".
He ran Frank's Patch, where home-made produce was sold, for 49 years. He died last month aged 93. Friends and family say he had an encyclopaedic knowledge of plants and flowers and was much loved by everyone in the village.See the full content of this document
