THE city's Conservative group may halt plans for a radical shake- up of bin collections if they take control of the council in next month's elections. Tory leader Yolonda Henson said residents were not convinced of the need for the costcutting proposals, which would see another 14,000 homes changing from weekly to fortnightly collections. Thirteen council seats are up for grabs on Thursday, September 9. The elections were ordered by a High Court judge after the city's failed bid to win unitary status. The changes to the bin collections, introduced by the ruling Liberal Democrats, are scheduled to start on September 20. But Mrs Henson -- one of the councillors stripped of her seat -- said there was a growing unease over the plan.
