As the Royal Institution of Chartered Surveyors (RICS) predicts that house prices may rise nationally from the beginning of the year, revising its earlier prediction of a 10 per cent fall in 2009, one of its senior economists, Brigid O'Leary, said prices had increased slightly in the South West over the two quarters.
